Berlin To Crack Down On Dog Leash Law Violators
Starting April 1, they will be issuing warnings. Starting May 1, they will be issuing fines.
BERLIN, CT — Nearly 16 months after passing a leash law for dog owners, Berlin officials said this week they're planning to begin enforcement.
But folks still have time to adjust. If they don't, they will have to pay up.
Berlin first passed a leash law back in December 2021 that requires dogs to always be on leashed on public property.

"This includes all town parks and public sidewalks," wrote the town in an announcement Tuesday. "Since this ordinance was put in place, our animal control officers have been patrolling areas in town on a daily basis speaking to many residents educating them on the new leash ordinance."
Starting April 1, however, the educating will give way to warning and, on May 1, they will give way to actual tickets and fines.

Beginning on April 1, animal control officers will begin issuing warnings to
individuals who do not have their dogs on leashes in public property, including the meadow
area of the Bicentennial Park.
Records will be kept of written warnings issued.
Then, beginning on May 1, ACOs will begin issuing written infractions and the accompanying $100 fines.
Those violating the ordinance will receive a copy of the infraction and the other copy will be sent to New Britain Superior Court.
The court will reach out to you with next steps.
This process is the same for other infractions such as, failure to vaccinate, roaming, etc.
"If an individual receives a written warning prior to May 1, the second offense will
automatically trigger an infraction, even if the second offense occurs prior to May 1," wrote the town.
Berlin officials also ask that dog owners remember all tags must be worn and be visible on dogs’ collar showing proof of license and rabies vaccination.
