The East Central Narcotics Task Force (ECNTF), in close collaboration with the Drug Enforcement Administration (DEA) Hartford Office and the DEA Tactical Diversion Squad (TDS), and with substantial support from the South Windsor and Enfield police departments, conducted a multi-year investigation targeting the trafficking of illicit narcotics, including cocaine and fentanyl, as well as the diversion and unlawful distribution of pharmaceutical drugs such as oxycodone.
Authorities discovered Mink operated a network that utilized multiple commercial businesses to facilitate illegal drug distribution. As a result of extensive investigative work, ECNTF obtained and executed multiple state search and seizure warrants. Notably, law enforcement officers searched Kenco Spirits at 17 Main Street, South Windsor, as well as two residential properties tied to the investigation, the ECNTF reported.

Two other persons were originally charged along with Mink. Tony Broaden, 41, of Enfield and Sonia Rodriguez, 45, of Hartford are both free on bond with pending criminal cases, according to judicial records.
