We are standing together to fight for Georgia families with a sweeping package of housing reform bills. These bills tackle abusive Homeowner Associations (HOAs), Property Owners Association (POA) and Condominium Association practices, unfair property tax assessments and predatory eviction policies – issues that constituents across Georgia have demanded action on for years.

Below are highlights of our Housing & Transparency Package (2025–2026):

1. Community Association Transparency & Protection Act (LC 62 0026, refile of HB 303): Establishes an ombudsman and stronger protection for homeowners in HOAs, POAs and condo associations.
2. Homeowner & Community Association Accountability Act (LC 62 0041): Creates a Homeowner Protection Division to investigate complaints, require financial disclosures and enforce fair practices.
3. Homeowner Ombudsman & Dispute Resolution Act (LC 62 0042): Provides mediation, legal help and oversight under the Attorney General’s office.
4. Community Integrity & Transparency Act (LC 62 0043), Fair Property Practices Act (LC 62 0044) and Community Accountability Act (LC 62 0045): Raise foreclosure thresholds, ban insider deals and require fair dispute resolution.
5. Right to Information for Homeowners Act (LC 62 0046): Gives homeowners guaranteed access to HOA financial records and audits.
6. Transparency in Property Assessments Act (LC 62 0065): Requires assessors to publicly disclose properties used in valuations and prohibit corporate sales from inflating residential taxes.
7. Property Owner Rights & Accountability Act (HB 1032 Refile): Ends abusive foreclosures by HOAs for unpaid fees.
8. Georgia Tenant Protection & Mediation Act (HB 1059 Refile): Creates eviction diversion and mediation programs.
9. Community Solar Tax Credit & Workforce Development Act (LC 59 0062): Expands solar energy access and creates local green jobs.

We are fighting for families across Georgia to protect the American Dream of homeownership. Too many homeowners have been stripped of their rights by unregulated HOAs and unfair business practices. This package is about transparency, accountability and putting people before profits.

How one man's $30,000 battle exposed Georgia's broken HOA system

"I am thankful for people like him that stood up, spoke up and said, enough is enough," said State Rep. Kim Schofield.

Schofield has worked on HOA reform since 2022. "There is not a week that goes by that I am not hearing from someone, a family that is going to lose their property or has lost their property because of an HOA," she said.
