Pittsburgh-Area Apartment Complex Declared Public Nuisance

The Allegheny County District Attorney has filed a criminal public nuisance charge against the owners of a Pittsburgh apartment complex.

PITTSBURGH, PA — The Allegheny County District Attorney's Office has filed public nuisance charges against the Mon View Height housing complex in West Mifflin.

Mon View Apartments LLC bought the complex at the start of last year and has consistently failed to make necessary improvements, District Attorney Stephen Zappala said Monday. Out of 129 units code enforcement crews inspected this summer, 96 failed to pass inspection.

"No person, let alone family, should have to live in these conditions," Zappala said in a statement. "To have raw sewage pouring out in front of a bus stop, dilapidated amenities for children and broken railings, it's simply unacceptable and our citizens deserve better."

In addition to the deplorable living conditions, the West Mifflin Police Department responded to more than 400 calls at the complex between March 24 and Sept. 24 and made more than 60 arrests for crimes such as drug violations, sexual assault, aggravated assault and child endangerment.

Zappala intends to visit the complex and meet with West Mifflin Mayor Chris Kelly this week.
