EBCAP Receives Outstanding Performance Recognition

East Bay Community Action Program (EBCAP) receives a Certificate of Recognition from Neighborhood Health Plan RI.

East Bay Community Action Program (EBCAP) is pleased to announce it has received a Certificate of Recognition from Neighborhood Health Plan of Rhode Island (Neighborhood) for its outstanding performance and dedication to providing high quality care to all Neighborhood members. Specifically, EBCAP was acknowledged as a top performer based on “Measurement Year 2021 Health Effectiveness Data and Information Set (HEDIS)” results for Neighborhood’s Medicaid population.

According to National Committee for Quality Assurance (NCQA), HEDIS is one of health care’s most widely used performance improvement tools. It is a comprehensive set of standardized performance measures related to significant public health issues and is the measurement tool used most by the insurance industry to evaluate patient quality of care and treatment.

“Not only did EBCAP’s healthcare services division achieve the Medicaid Quality Compass 90th percentile, but it achieved the highest performance in our network on three HEDIS measures,” states Dr. Christopher Ottiano, Neighborhood’s Interim Chief Medical Officer. Those measures include: follow up after hospitalization for mental illness (within 30 days); follow up after emergency department visits for alcohol and other drug (AOD) dependence (within 30 days); and initiation and engagement of AOD dependence treatment (engagement phase).

“We value our partnership with EBCAP and congratulate the entire team for their outstanding performance on multiple quality measures,” adds Lisa Bonina, Neighborhood Manager of Quality Improvement and Accreditation.
