The victim was initially treated at Newport Hospital for an injury described as a wound in the torso. He was later transferred to Rhode Island Hospital where he is reported in stable condition. Police said the shooting was not random. The victim and Febles know each other. An argument led to the gunfire.

Febles, who fled, is being charged with "using a Firearm When Committing a Crime of Violence, Assault and Battery with a Dangerous Weapon, and other additional charges," police said.
