Medics rushed the two victims to NYC Health + Hospitals/Bellevue in stable condition.
According to the NYPD, the boy was near 101st Street and East Drive in Central Park when medics got to him.
Additional camera footage revealed other incidents of abuse, including the 2-year-old being slammed into a bed.
The NYPD identified and released photos of the suspect on Wednesday.
The victim remains severely cognitively impaired, prosecutors said.
