"We don't believe they did," DeMarco said. "This was a one-time incident. It was a random act of violence."
Beachwood officers responded to the area of the 100 block of Beachwood Boulevard at 3 p.m. on Oct. 22 on a report of a possible assault, but found no victim and "limited information."
"The parties chased the suspect to the area on the 100 block of Beachwood Boulevard where they confronted the suspect," the report states.
The victim then left the scene with the vehicle's passengers. Chalen fled to a store on the corner of Route 166 and Beachwood police, where he was apprehended by police.
Chalen - who had no prior criminal record - was lodged in the Ocean County Jail in Toms River. He was released on Monday night, DeMarco said.
