The shooting happened around 8:43 p.m. in the 3200 block Atlantic Avenue, authorities said.
The assault happened early Wednesday morning in the 1400 block of Ocean Drive, according to police.
The incident happened on Thursday morning in the Tree Section neighborhood in Manhattan Beach.
"No matter how frustrated you are, taking a knife to someone else’s tires isn’t 'standing your ground,' it’s just vandalism," deputies said.
"Her courage and testimony were crucial to securing justice for the survivor," prosecutors said.
The new ordinance, which was approved during a meeting on Tuesday, will go into effect starting Sept. 18, city officials said.
Police say the man is suspected of grabbing and restraining multiple people in San Pedro over the weekend.

The closures are due to the multi-million-dollar Super 605 freeway corridor project, according to Caltrans officials.

The checkpoint will be held from 7 p.m. to 2 a.m. at an undisclosed location in Redondo Beach, police said.
The crash happened Wednesday night in the area of Oregon Avenue and Pacific Coast Highway, according to police.
"Street takeovers are not entertainment — they are dangerous criminal behavior," authorities said.
The dog was in the shelter for 400 days, the second-longest stay of any canine there, according to a report by NBC Los Angeles.
The man, listed as John Doe, has been hospitalized since July 31, according to Los Angeles County officials.
This is the 17th horse to die at the venue this year, according to the California Horse Racing Board.
The newly built estate was bought back in 2018 for $10.5 million, according to Zillow.
Residents in the impacted area will need to vacate their homes while the helicopter sets new utility poles, the electric company said.
